  • Abba, Wayne - Wayne Abba is a public sector Earned Value Management expert who heads up Abba Consulting—a firm that teams with government entities and the private sector on integrated project management solutions. Recent clients include the US Army, Navy and Air Force, the Federal Aviation Administration, the Department of Health and Human Services and the US Agency for International Development. Wayne Abba is the founder of Abba Consulting.

  • Anbari, Frank - Dr. Frank T. Anbari is an Assistant Professor for the Department of Decision Sciences at The George Washington University. His research interests are focused on project management (PM), quality enhancement, and related areas including Six Sigma management method, project cost management, project management education, earned value management, and cross cultural issues in project management.

  • Bachman, David - David (Dave) Bachman is the Performance Learning Director for EVM Curriculum Defense Acquisition University. He is a retired military officer who has worked in industry and government. He is currently the Performance Learning Director for Earned Value Management at the Defense Acquisition University (DAU) and the editor of the Acquisition Community Connection’s Earned Value Management Community of Practice. His duties include knowledge management, curriculum development, acquisition research, and consulting.

    His industry experience includes work as a Senior Program Analyst with Engineering Management Concepts, Inc., providing Earned Value Management support to the Missile Defense Agency. His duties included the curriculum development and teaching of twelve command sponsored continuing education courses to 500+ DoD and Industry Students.

    Dave’s military background includes extensive experience as a Navigator, Rated Staff Officer, JCS Intelligence Officer, and as a member of the Acquisition Corp. He started his acquisition career as an “Education with Industry” student at Hughes Aircraft Company. He was twice assigned to the GPS Joint Program Office, first as the project officer for the B-52 – GPS integration, and then as the Nuclear Detonation Detection System’s Program Manager.

    Dave completed his military career at the Defense Systems Management College in Fort Belvoir, Virginia, where he was the course manager for the Intermediate Earned Value Management Course. Dave has a Masters in Education from Marymount University, an MBA from Rutgers University, a BS in Ceramic Engineering from The Pennsylvania State University and he won the 2005 United States Distance Learning Association’s silver award for excellence in teaching.

  • Christensen, David - Dr. Christensen is a Professor of Accounting and Chair, Department of Accounting and Information Systems at Southern Utah University. He is the editor for the Journal of Cost Analysis and Management. He has published over 67 articles and papers. Dr. Christensen is a CPA, CCE/A, CGFM, and CMA. Dr. Christensen’s research is focused on the areas of Earned Value, cost management, performance measurement and management control systems used by DoD contractors. He holds a PhD in Business Administration U of Nebraska, a Master of Accounting from Utah State and a BS in Biology from U of Utah.

  • Christle, Gary - Mr. Gaylord E. (Gary) Christle was instrumental in the founding of the Performance Management Association (PMA) and encouraging it to expand its focus to make "earned value" management principles a cornerstone of project management. In this regard, he was the instigator of PMA’s eventual affiliation with the Project Management Institute as the PMI College of Performance Management.

    Mr. Christle was the Deputy Director for Acquisition Management, Office of the Undersecretary of Defense (Acquisition, Technology and Logistics). He was responsible for Department of Defense (DoD) Acquisition policy as embodied in the DoD 5000 series documents. This responsibility included the role of Defense Acquisition Board (DAB) Executive Secretary and establishment of Acquisition Program Baselines (APB). He was also responsible for policies regarding contractor's cost and schedule control systems [Earned Value Management Systems (EVMS)]. In addition, Mr. Christle was responsible for monitoring the cost, schedule and technical status of major weapons systems and providing related reports to the Congress, Office of Management and Budget, and General Accounting Office.

  • Ferens, Daniel - Daniel V. (Dan) Ferens, who retired from Federal Service after more than 35 years in 2007, now works as a Program Manager for ITT Information Systems in Rome, NY. During his Government career, he worked at the Air Force Research Laboratory in Rome, NY and in Dayton, OH, and spent 13 years as a Professor at Air Force Institute of Technology in Dayton, OH, where he taught graduate-level classes in software estimation and other software management and engineering subjects.

    Mr. Ferens is a founder and lifetime member of the International Society of Parametric Analysts (ISPA) and has been a member of the Society of Cost Estimating and Analysis (SCEA) for more than ten years. He was the ISPA Freiman Award for lifetime achievement winner in 1999, and the ISPA Parametrician of the Year in 1990. He also served on the ISPA Board of Directors in 1979-1980 and 2004-2006. He has presented papers or chaired panels at numerous national and international conferences and symposia, and has published two books and many journal articles.

    Mr. Ferens has a Master’s Degree in Electrical Engineering from Rensselaer Polytechnic Institute and a Master’s Degree in Business from the University of Northern Colorado. He and his wife, Marcie, currently reside in Fulton, NY.

  • Fleming, Quentin - He is the principle of Fleming Management Consultancy Services which he founded in 1991. Author, instructor and consultant, he has over three decades of project management experience within private industry. He has particular expertise in the design of and/or the assessment of project management control systems. He is the author of seven published textbooks that have sold over 60,000 copies worldwide. His books have covered the varied subjects of earned value project management, planning and scheduling, and the management of procured project scope, sometimes called contracting or subcontracting.

    He has been affiliated with the University of California Irvine (UCI) extension division since 1995, and serves on the UCI Project Management Advisory Board. He developed two new courses for UCI, both required components of their project management certificate program.

  • Galorath, Daniel D. - Daniel Galorath is one of the principal developers of the SEER-SEM™ software evaluation model. His teaching experience includes development and presentation of courses in Software Cost, Schedule, and Risk Analysis; Software Management; Software Engineering; and Weapons Systems Architecture. His company, Galorath Incorporated, has developed tools, methods, and training for software cost, schedule,
    risk analysis, and management decision support. Among Mr. Galorath's published works are papers encompassing software cost modeling, testing theory, software life cycle error prediction and reduction, and software and systems requirements definition. Most recently, Mr. Galorath was named winner of the 2001 International Society of
    Parametric Analysts (ISPA) Freiman Award. awarded to individuals who have made outstanding contributions to the theoretical or applied aspects of parametric modeling. Dan is also the author of Software Sizing, Estimation, and Risk Management.

  • Hunt, Bob - Bob Hunt is the Vice President, Services of Galorath
    Incorporated. As Vice President for Services, Mr. Hunt is
    responsible for the management and technical direction of the
    services staff and the quality of the services products. Galorath’s
    professional services staff is defined by expert analysts and
    consultants with broad experience in cost estimating and project
    management, as well as deep knowledge of the capabilities,
    features and limitations of SEER tools. Mr. Hunt has provided
    software program assessments, SEI Checklist evaluations,
    software sizing analyses, and software cost estimating for
    commercial and federal clients including the Customs and
    Border Patrol, the Department of Defense, NASA, and various
    commercial clients. Prior to joining Galorath, Mr. Hunt was
    President of CALIBRE Services, Inc. a subsidiary of CALIBRE
    Systems, Inc. Prior to joining CALIBRE, he was a Vice
    President of Science Applications International Corporation
    (SAIC) responsible for the Cost and Acquisition Management
    Operation. As a civil servant, Mr Hunt was Deputy Director
    of Cost Analysis for Automation and Modeling, Cost Analysis
    Division, U.S. Army, The Pentagon. In this position, Mr. Hunt
    was instrumental in setting up and developing the U.S. Army
    Cost and Economic Analysis Center and was the principal
    author of the initial Army Cost Analysis Manual. Mr. Hunt has
    held leadership positions and made technical presentations for
    the American Institute of Aeronautics and Astronautics (AIAA),
    the Society of Cost Estimating and Analysis (SCEA), and the
    National Association of Environmental Professionals (NAEP),
    and the IEEE.

  • Koppleman, Joel - Joel M. Koppelman is the co-founder and CEO of Primavera Systems, Inc. He co-authored the book "Earned Value Project Management", published by the PMI, with the latest edition published in 2005.

  • Lipke, Walter - Walt Lipke retired in 2005 as deputy chief of the Software Division at
    Tinker Air Force Base and has more than 35 years experience in the
    development, maintenance, and management of software for automated testing of avionics. During his tenure, the division achieved several software process improvement milestones, including the coveted Software Engineering Institute/Institute of Electrical and Electronics
    Engineers award for Software Process Achievement. Lipke has published several articles and presented at conferences internationally on the benefits of SPI and the application of EVM and statistical methods to software projects. He is the creator of the Earned Schedule® technique, which extracts schedule information from EV data. Lipke has a master’s degree in physics, and is a member of the physics honor society, Sigma Pi Sigma. In 2007, Lipke received the PMI Metrics
    Specific Interest Group Scholar Award and the PMI Eric Jenett Award for Project Management Excellence.

  • Rusk, John - John Rusk is a software architect at Optimation Ltd in
    Wellington, New Zealand. He is an active member of the agile
    development community, and the author of two open-source
    software projects. He writes about agile software development at
    www.agileKiwi.com. He has worked in the Wellington software
    industry since 1995, creating bespoke software for private and
    public sector organizations. He has a B.Sc. in Computer Science
    from Massey University, New Zealand.

  • Solomon, Paul - Paul Solomon, PMP is the co-author of the book, Performance-Based Earned Value. He is internationally recognized as a leader, teacher, and consultant on Earned Value Management (EVM). He published many articles on EVM, systems engineering, software engineering, and risk management. Most are available on this site.

    He led the use of EVM on Northrop Grumman Corporation programs including the B-2 Stealth Bomber, Global Hawk, and F-35 Joint Strike Fighter. He has taught thousands of professionals and led EVMS implementation, compliance reviews, Integrated Baseline Reviews, independent assessment reviews, and process improvement teams. He is qualified to lead EVMS certification reviews.

  • Walker, Ellen - Ellen Walker, is a DACS Analyst, currently developing a
    series of publications on software “best practices” as part of the
    DACS Gold Practice Initiative. She has spent the past 25 years as
    a software developer in various roles spanning the entire software
    life cycle including project management of multiple business
    process re-engineering efforts within the DoD community.
    She is also experienced with assessment initiatives such as the
    Capability Maturity Model for Software (CMM-SW) and the
    quality management practices of the New York State Quality
    Award program. Ellen has an MS in Management Science (State
    University of New York (SUNY) at Binghamton), and bachelor
    degrees in both Computer Science (SUNY – Utica/Rome) and
    Mathematics (LeMoyne College).
