Efforts and programs within the DoD to improve the software acquisition
process.
  • Information Technology Management Reform Act (ITMRA)/Cohen Act/Cohen Amendment (2) - The Information Technology Management Reform Act (ITMRA), also known as the Cohen Act, or Cohen Amendment, took effect on 8 August 1996. The legislation defines new rules for Government acquisitions of information technology (IT).


  • Army HQ TRADOC Acquisition - This resource provides access to WWW links for acquisition reform and reform topics, Training and Doctrine Command (TRADOC) acquisition reform strategic plan, and related materials.

  • Contracting Directorate - The Contracting Center Staff is responsible for developing and managing all contracting policies and processes used across the center.

  • Defense Standardization Program - The DSP is run by the Acquisition Practices Directorate in the Office of the Deputy Under Secretary of Defense for Industrial Affairs & Installations (ODUSD (IA&I)). This page describes the DSP and features information about Military Specifications and Standards reform.

  • Open Systems Joint Task Force (OSJTF) -

    DoD uses open systems to leverage commercial products and practices in order to field superior warfighting capability more quickly and more affordably.

    OSJTF Mission:

    Champion the establishment of a Modular Open Systems Approach (MOSA) and ensure implementation by all DoD acquisition programs. Specifically, the OSJTF will:

    • Make MOSA an integral part of the acquisition process,
    • Provide expert assistance in applying MOSA,
    • Ensure application of MOSA by all acquisition programs, and
    • Collaborate with industry to ensure a viable open standards base.
